You can do it if you write a bit of ASP to serve your KML data.
Otherwise you will need to involve your system admin to serve KML
files as "application/vnd.google-earth.kml+xml"

Only if you are actually using UTF-8 encoding. I hope batchgeocode.com
would get it right. Unfortunately, at an admittedly cursory glance at
that site and Yahoo!'s Terms of Service, it does appear to be driving
a coach and horses through them.
