No. There's currently no link between the traffic data and the API 
estimated travel times.

Even maps.google.com only gives you vague hints about traffic delays, 
saying things like "about 24 mins (up to 40 mins in traffic)" in some 
places. Even then, the traffic delay hint isn't currently connected to 
the traffic display time setting. You get the same hint whatever the 
traffic overlay is displaying.

The estimates from TeleAtlas do seem to take an awful lot of factors 
into consideration. Notice, for example, that if the route goes up hill, 
the estimate for coming back down the hill using the same route is 
typically quicker.
