Tiled images is the most efficient way, but there is also GGroundOverlay() http://code.google.com/apis/maps/documentation/reference.html#GGroundOverlay
Either way, it is a huge undertaking, and it might be a wasted effort if Google release new tiles for the areas you're working on in a future update.
