The whole private vs. public thing is that at the moment while its
being built it will not be easily accessible to the public. THey can
see if it if they know the link, but this is project will transition
to being public once its ready. This is government so we can really
make a product thats unfinished public knowledge. But it will be
hosted on public servers if that makes sense..
Once its complete itll be bright as day on the Citys page.
