Be aware that using the Google Maps API for a vehicle tracking system is expressly forbidden under clause 10.9 (c) of the Terms Of Service ( http://code.google.com/apis/maps/terms.html ) unless the web application is publicly accessible! You will need to use (and pay for) the Premium API if you want to keep such a system 'in-house'
