I too am experiencing the same problem.  My website is on a dev system
behind a firewall and cannot be posted publicly. I can however tell
you that my css navbar uses a z-index of 99999 and I have tryied to
set a z-index for the map canvas of 1 without any success. I can post
some screen shots but I don't think it will make this any clearer.

If anyone else has had a similar problem and found a solution I would
appreciate hearing from you.
