The issue there is the road name changes, and when it does, it forms a
new segment. Roads can have only one name, it may be two or even three
route numbers that make it up, but each time the road name changes,
it's considered a different segment. Look closely at the map, you'll
see what I mean. It's easy for us as humans to figure out that N. and
S. Sepulveda Blvd  are physically the same road, but technically, they
aren't, they are North Sepulveda and South Sepulveda Blvd.

There are only 210 incidents where the road splits into two and both
chunks have exactly the same name.

Not trying to defend myself, but road data is a tough nut.
