It all depends on several factors, including how accurate you want the results, whether you want the zip codes to be all inclusive, overlapping, centroid based, ZCTA vs. USPS and a couple of other things. Bottom line, you'll need a database of zip codes and a way to spatially handle the query to figure it out. Not too tough once you've loaded the data in your spatially enabled database but any other way is going to be difficult. None of Google's API services will give you that answer though.
