You can get blocked from viewing the tiles pretty quickly if you view an old tile version. The oceans changed on 24 Jan, tiles v36. If you've been viewing the old tiles until two days ago, then you may well have been blocked by the tile server.
If you haven't been doing something in your code that caused it to deliberately load the v35 tiles, then the only way I can think of that happening is if you left your map page open for 13 days.
