I'm using the markermanager to deal with two sets of markers, one set for states (45 markers since not all US state contain wilderness areas) and one set for wilderness areas (704 markers). I want the state markers to be visible between zoom levels 1 and 4 and the wilderness markers to be visible at zoom level 5 and greater. My map's initial zoom level is set at 3. The state markers obey the min/max zoom level settings, but the wilderness markers do not when they initially load. However, if you, for example, use the list of links above the map to zoom in to a state extent, then click "All" to zoom back out to the U.S. view, the wilderness markers disappear, as they should.
