The Static Maps TOS require that they be displayed in a browser. See
http://code.google.com/apis/maps/terms.html paragraph 10.8.

Something like Opera Mini (which is a J2ME app) does qualify as a
browser, I think. But you have already explicitly stated your
application is not a browser.
