The organisations that take the pictures make most of their money from 
selling current images to people who need them, for high prices. Selling 
bulk imagery to Google is a very small part of their operation, and 
allows them to get some income from images that are so old that they're 
not otherwise very marketable. If they were to let Google give away new 
imagery for free then their main customers would get the imagery from 
Google.
