Although the browser caches the tile images, when you start a new 
browser session, you get a new cookie number. The cookie number forms 
part of the URL for satellite tile images, and the browser has no way of 
knowing that

http://khm2.google.com/kh/v=36&hl=en&cookie=fzwq2uD3sX2dGcGor7bai4IxHjbeR
qpOSNrt0A&x=70&y=92&z=8&s=Galile

and

http://khm2.google.com/kh/v=36&hl=en&cookie=fzwq2qFXSk_SokTO3Pc3bp6qMp8OU
ZEfySskMA&x=70&y=92&z=8&s=Galile

are the same image, so it can't use the tile that's stored in cache.
