This is more of an HTML/Javascript question than one of Google Maps
API, but a quick answer would be to use a file element in a form,
upload the file to your server, parse it in whatever manner you need
to then pass the processed data back to your page as an xml stream.
There is no direct way to upload a file from a user's computer to a
page without going through a server first, Javascript security
restriction. Just imagine if that could be done, there would be all
sorts of malicious things going on without anyone being aware.
