This is what I hinted at earlier.  Amsterdam (or France come to that)
is not a point object, it's an area.   You need to know the area,
perhaps defined as a polygon, and use server-side point in polygon
analysis.

There might be further complications.  Whatever your top secret
'certain objects' actually are may lead to another solution.

Let's say you're talking about something like mobile radio devices
with some kind of hub base station network.  Perhaps what you REALLY
need to know is which hubs lie within Amsterdam, and then which
'certain objects' are within range of those hubs.
