How good is the address data you're starting with, does it or can it include a country or region level that you can work with? If it doesn't, you're stuck with geocoding at least twice I think. How would it all cope in multilingual countries, are the database entries likely to be in a different form to geocoding suggestions at the whim of the database updater?
