I think you are being deliberately blocked. If you have been using the free API extensively on your private network for an extended time, then Google could have decided enough was enough. If you have applied for your Premier key, then mention the problem to the Google chap who answers the enquiry. It may be possible to have your key whitelisted for a bit longer.
