No. There is no central register of keys. The key is only a method of assigning a Google account to a particular website. If you generate a key, it contains details of the URL you specify and your Google account. Other people will generate different keys for the same URL. Only you can use your key(s), because only you have access to the URLs you use them on. If you forget a key, you can regenerate it: you will always get the same key for any particular URL (if you use the same Google account). If you stop using a website address, you just stop using the key. No- one else can get the same key.
