I use Google Static maps to display individual maps as part of a site
for mobile users in Japan.  Everything worked fine when I first set it
up, but now I'm noticing that I often get the usage-quota image
(http://code.google.com/apis/maps/documentation/staticmaps/images/
quota.png) when I try to access maps on my own DoCoMo phone.  Since
I'm not accessing 1000 images per day from that phone, I assume that
Google must be lumping together all requests from DoCoMo phones.  (And
presumably other mobile developers in Japan are also using static
maps.)

I haven't noticed any problems when I access the same pages from an AU
phone, or from a desktop browser.
