If you just want maps and terrain of Mars then that has already been
done, I beleive captured mostly by satellites orbiting Mars.

I think Rossko thought you meant (as I would reading your initial
question) to allow martians to be able to use a handheld device to
locate themselves on the planet, that would require a GPS
constellation of satellites. :)
