Seems like, geocode some user-supplied address - there's a big list of geocoders attached to this very group http://groups.google.com/group/Google-Maps-API/web/resources-non-google-geocoders and then work out distances to some fixed point(s), there's technique called Haversine Formula often discussed in this group.
