Google Spreadsheets can (but not very accurately) can Geocode with
GoogleLookup=(London,UK) etc

Google Maps API can return the 'Bounding Box' of a location - you can
use that to send a request.

But Yahoo Pipes can get more accurate results.

But if your using it for 8000 locations your better off with MySQL or
Postgres Database.
