Google Spreadsheets can (but not very accurately) can Geocode with GoogleLookup=(London,UK) etc
Google Maps API can return the 'Bounding Box' of a location - you can use that to send a request. http://mapperz.blogspot.com/2009/01/google-api-geocoder-updates.html But Yahoo Pipes can get more accurate results. see http://www.ogleearth.com/2007/04/google_spreadsh.html But if your using it for 8000 locations your better off with MySQL or Postgres Database.
