You can use also use that information to alter the size of an existing
marker, and the image will stretch or squeeze to fit. If you change
the visible image size, you may also have to think about the size of
the shadow (if any), click targets, infowindow anchors, etc.

You'd better look into Googles terms regarding fleet tracking before
you go much further.
WIth respect, that is a complex multi-skill project and you're going
to struggle.
