Sure, and that is the way things should work and would work if everything was freeware. However map data is expensive hot stuff on the market. You can find freeware map data on web but Google Maps API javascript can be used online only. If you are a computer science student, why not take a challenge and write code of your own and use those freeware map tiles. There is an open source application like your plan. Maemo Mapper for Nokia N810 web tablet.
