Hi Tom - We generally release at a standard time when I am awake (Sunday night for America, Monday afternoon for Australia). This week's release was special and done at 3am in the middle of the week, so by the time I woke up, developers had already been experiencing the bug for several hours and I rushed to get a post about the bug to the notify group. After this release, I've now created internal documentation about what to do when something like this happens, so that my colleagues in different time zones that are awake and aware could follow that and take the appropriate action. The notify group is a new thing for us, so we're still working out the protocol for posting to it.
I can post in the notify group before a release, but as Bjorn and Andrew mention, it shouldn't theoretically be necessary to provide such forewarning, since developers shouldn't be using v2.x for production-level sites. I have been doing forewarnings about when v2 is upgraded, since that would affect such sites. And yes, we've started on changing all of our examples to use v=2, so that developers don't copy, paste, and suffer.
