I recently moved to a new web server and none of my kml files were
displaying until I added the mime type for kml to my web server, then
all was well. It was a Windows server 2003, IIS 6.0. the mine type is

application/vnd.google-earth.kml+xml

The mime type was not specified on my previous server and all worked
well there. I was very confused for a while.
