Your existing page doesn't work but so well in IE6 (which is probably
the worst).

You could try using encoded polygons. If that is too inefficient for
you, you will have to use custom tiles and server-side click
handling.  There are threads and tutorials discussing how to do that.

Depends on how you load them.  If you use GGeoXml, I believe it
creates tiles, but it is hard to get access to the internals.

If you use EGeoXml or GeoXml, then they are polygons (or possibly
encoded polygons), and you have access to them and the memory usage is
the same as if you had done them yourself.
