Another good suggestion, Mike. Running it through the validator found a number of things to fix. None of these had to do with unclosed DIV tags although some input tags lacked a closing slash.
We fixed all reported problems and re-validated the page until no further ones were found, but the infoWindow bubbles problem did not change. (If looking at the page now one sees some EMBED tags, etc., stored as values in a JavaScript array. The validator does not like these, however they were removed during testing and validation, then re-added when found to not be causing IE's bad behavior.)
