I don't know what the rules are for nearby panorama, but when it fails you could try snapping the location to the nearest known point that's on a street with GDirections.
http://econym.org.uk/gmap/example_snap.htm GDirections seems to be able to perform such a snap if the nearest known street is up to 5 kilometres away. If there's no street within 5km it fails with error 604. Note: The reverse geocoder also now snaps to a known address, but the results are less predictable.
