I don't know what the rules are for nearby panorama, but when it fails 
you could try snapping the location to the nearest known point that's on 
a street with GDirections.

GDirections seems to be able to perform such a snap if the nearest known 
street is up to 5 kilometres away. If there's no street within 5km it 
fails with error 604.

Note: The reverse geocoder also now snaps to a known address, but the 
results are less predictable. If there are no particularly close streets 
it can snap to the centre of the nearest town, which probably isn't what 
you want.
