To keep it legal, you will have to replace Google's "mapsdt" server
with your own tile server.
Tiles have an advantage over GPolys. Tiles are cacheable both locally
by the browser & globally by the tile server. GPolys have to be
reconstructed from scratch by every user during every session.
Generally, tiles are not "clickable" but it can be done. Look at:

It does "rollovers" too. GPolys are quite sluggish at both.
