Your guess is as good as mine, but I think you hit the nail on the
head.

The bottom line is that Google wants their property to be accessible
by the world, not just a tiny part of it. If that's too much for you,
then there is the Premiere license as an option, or Open Layers is
another, or KaMap, another API.

I like KaMap. It's really fast and seems quite efficient, although you
won't have Google's beautiful artwork nor will you find a support
group like this backing it up, but besides these things, it's quite
nice.
