Static Maps need a browser, and if "an iPhone app" is not a browser then Static Maps are not allowed to be used. It's likely that this is to protect the market of Google Maps for Mobile. It's also probable that Proximus are breaking the TOS by deliberately hiding the Google logo and Terms of Use link. This is explicitly forbidden by the Terms of Service and unlikely [I think] to be varied with a Premier licence when the object of "mobile.api.proxim.us" is presumably to provide a mobile api of some description.
