Because one person (the key applicant) has agreed to the Terms when
they got the key(s).  Whether or not the keys relate to multiple
domains, from Google's viewpoint it is the person that has broken the
agreed terms and needs to be locked out (for everyone else's
benefit).   Domains and websites don't break agreements, the people
using them do.   If you make your clients get their own keys, THEY
will have to agree to the terms ...

Getting locked out is unlikely of course, but as you have hundreds of
keys it gets more likely every time you add one
