The free API is not certified to work over HTTPS, although you can get
a Premier key for that. IE8's security model was changed from IE7 and
[I believe] it's a bit stricter. You may be able to configure it to be
less discerning about mixed content. (Chrome does something similar:
you get a blank space and a message offering to display the
uncertified content)
