I don't want to spoil the party, but it seems like a fairly simple
application. I suggest checking out some of Mike Williams tutorials
and give it a go yourself. Using KML in an API application is fairly
straight forward and doesn't require a lot of code. You could probably
do a copy and paste job to get it close, then post back to here with
your link and what you've run into as a problem and get assistance for
free on finishing it. The reward of a job well done is worth the extra
effort of trying to do it yourself.
