All other things being equal, the TeleAtlas routing data does seem to 
report a lower estimated speed on roads that have more traffic lights.

I suspect that the TeleAtlas routing data might possibly be based on the 
actual time taken to drive along the street in their mapping truck, if 
not, they take an awful lot of things into consideration in their speed 
estimation algorithm. Different data suppliers have very different speed 
estimates, so things may be different in countries that have a different 
data supplier.
