A private server is one that is not public. Typically a private server
is on a network which is not accessible from the internet (that is,
the network is behind a firewall). A number of IP addresses are
reserved for private networks: different private networks can re-use
IP addresses because they are not accessible from the internet, so
there is no conflict.

Private IP ranges are 10.0.0.0 to 10.255.255.255, 172.16.0.0 to
172.31.255.255 and 192.168.0.0 to 192.168.255.255.

You can't use keys for these IP addresses without a Premier account,
because by definition they are not accessible on the internet, and
your map needs to be publicly available.
