In that particular map, it's a huge GPolygon.

You can see how its done if you paste this into the address bar while
viewing their page:

  javascript:alert(GoogleMap.setZoom(0))

They can get away with that because they have their own zoom control
that doesn't allow you to zoom out far enough to see the edges.
