It seems that there was a change of behaviour in {suppressMapPan:true} 
in v2.152, and it now interferes with any map movements that are 
initiated at about the same time as the info window open. Since 
suppressMapPan is an undocumented feature, you can't rely on its 
behaviour or even its continuing existence.

I can't find any neat workround, and can only suggest that you lock into 
release v2.151 or earlier, or scrap the whole concept of doing your own 
map.panBy and let the API open the info window where it wants.
