The Maps API is not downloadable but is accessed from the google
servers at run-time. The API is available in Flash:

Javascript: http://code.google.com/apis/maps/documentation/index.html
. The Javascript API can be accessed from Java  through the Google API
Libraries for GWT: http://groups.google.com/group/gwt-google-apis/

Whatever, you must comply with the Terms of Service:
http://code.google.com/apis/maps/terms.html which requires that your
application should be generally publicly and freely available over the
net! This means that the map part of your application must be publicly
accessible as a web page even if the rest of your desktop application
is not! Search this discussion group for how other people have
approached this.
