You're not using the API, so it's the Maps Terms of Use which apply. http://www.google.com/intl/en_ALL/help/terms_maps.html -- I reckon your use falls foul of 2(a) and 2(c), which mirror section 5.3 of the Universal Terms of Service, http://www.google.com/accounts/TOS I think it's fairly safe to say that this is not on. If you're using a browser, you should consider the use of Static Maps, which is a legal wayof getting maps (although for Israel you may find the level of detail available is quite a bit lower than Google Maps tiles).
