I rather think Google don't give out their database as free-issue.
They may not even be able to, if it contains data with license
restrictions from other suppliers (TeleAtlas etc)

The geocoder will do the best it can with what you give it.
Georgetown, USA will give a more predictable result but still probably
not what you expected ... Georgetown, DE maybe.
If you have a reasonable number of locations, geocode them beforehand
and save the results - not only does this allow you to correct errors
or ambiguities, but the final page will be more responsive and
reliable for the end user.   Geocoding lookups at every page view not
only wastes resources but can be slow, because the rate of enquiry is
deliberately limited.

If you want to experiment with your locations and the API geocoder,
it's easy to put them into this example and see what happens
   http://econym.org.uk/gmap/example_geo.htm

Using the maps.google.com search would be less helpful in this case,
because it gives you local businesses.  For me in the UK, 'Georgetown'
suggests a restaurant in Oxford ...
