Yes.

If you're talking about Google Maps (the map url starts maps.google.)
then just use the "Link to this" link at the top right.

If you're talking about an API map, then Mike's example
http://econym.org.uk/gmap/linktothis.htm shows the way to go.

Or, use a static map if you don't need dynamic API functions.
