I can't help with your exact conversion problem, but if noone posts
anything better, you may be able to adapt two scripts of mine
relatively quickly.  They were designed to convert from String
Seperated Values, such as CSV or TSV, into JSON and XML.  Both are
available either via an online form, which won't be of much help to
you but may be to others with similar problems, or as downloads which
will run directly under Windows Scripting Host, or with minimal
changes any other interpreter:
