I think Chris answered his own question. "I know that I can parse the Placemark fields, and since Google adheres to an international address standard I could write a program to properly format the address myself." Perhaps that's what Google has done to present address information in Google Maps. The API certainly doesn't provide that output; it makes the data available for you to do what you want with it.
