Placenames are generally displayed in the official language of the 
country in which they are located. The only variation that I know of is 
for countries where that language uses a different alphabet. For 
example, if you use &hl=ru then Russian placenames are displayed in the 
Cyrillic alphabet:

   http://mt0.google.com/vt/v=ap.97&hl=ru&x=154&y=79&z=8

rather than like this:

   http://mt0.google.com/vt/v=ap.97&hl=en&x=154&y=79&z=8
