Google Maps are only available in distinct zoom levels. Ie integer levels of zoom. So its not often possible to get a map for exact viewbounds.
I guess by changing the physical size of the map to make a given span in a given zoom level be a certain size. But his would result in varying sizes of maps. And would look ugly if you then just used the browser to scale that image back to the size you want.
