It is publicly available on the internet (and is only used to create
an encoded version of the polyline)...
(it came from Mark McClure's site referenced in the documentation)

I don't understand what you mean by "didactic aim", but the reason
doesn't matter.  The Terms of Use are the Terms of Use, if you aren't
allowed to do it, you aren't allowed to do it.
