Yes.  From knowing absolutely nothing about PostgreSQL, I quickly
learnt that a .dat file is probably a data dump from it.  You already
knew that, you said so.
Anyway, the task of getting data back in from  a saved dump file to a
database is usually called a 'restore', which I knew in general terms
but perhaps you didn't.
