Well, I can tell you that in order to do anything along these lines you'll need several databases of polygons. You may get by with what's available from the Census Tiger Shapefiles, I suggest checking them out or you'll need to acquire a database of shapefiles from another source. USPS Zip Code polygons can be very expensive, at least $2000 to $15,000 for the shapefile for server use, so unless you're willing to part with that much, using the Tiger shapefiles (no charge) might be your best bet.
