Well, I can tell you that in order to do anything along these lines
you'll need several databases of polygons. You may get by with what's
available from the Census Tiger Shapefiles, I suggest checking them
out or you'll need to acquire a database of shapefiles from another
source. USPS Zip Code polygons can be very expensive, at least $2000
to $15,000 for the shapefile for server use, so unless you're willing
to part with that much, using the Tiger shapefiles (no charge) might
be your best bet.

Once you have the databases of polygons, your next step is fairly
straight forward.
